Gordon Cumming

Secretary, West Area Committee

Gordon became the Secretary of the West Area Committee in April 2024.

He was a Deputy Secretary from April 2022 and had previously been a constables representative since 2014.

He joined Strathclyde Police in 2003 and was posted in Campbeltown, L division. Gordon worked in various remote and rural areas of Argyll before moving to West Dunbartonshire. Gordon’s posts were always operational at the police frontline and has experience in Public Order and as an Taser trained officer. He is a member of the Scottish Police Benevolent Fund.

Gordon is trained in Equality, Conduct and Health and Safety.

Iain Gray

Chair, West Area Committee

Iain became Chair of the West Area Committee in February 2023.

He joined Strathclyde police in 2002 having previously been a special constable. He has over 21 years police service and has been involved in the federation for about 10 years. Iain has extensive experience in operational policing roles including nearly 20 years in public order and CBRN. Iain has spent time in roles including Area Control Room, custody, front line policing and Glasgow’s divisional Violence reduction unit.

David Taylor

Deputy Secretary, West Area Committee

David became Deputy Secretary of the West Area Committee in April 2024.

He joined Strathclyde Police in 2001 and was posted on appointment to Alexandria, L Division. He served the majority of his service in a number of operational roles in Response Policing in both L and G Division serving in the North and East areas of Glasgow, latterly serving in a role in Force Personnel.

He was Public Order trained in 2004 and became an OST Instructor & Coordinator for L Division in 2007.

David was previously a Sergeants representative in L Division from 2018 and Inspectors representative in G Division from 2020.  He has also performed the role of Secretary for the West Area Inspectors Committee.

He currently holds the portfolio for People & Equality for the West area.

Jennie Macfarlane

Deputy Secretary, West Area Committee

Jennie became Deputy Secretary of the West Area Committee in July 2023 having previously served as a divisional representative for 13 years when based in G Division. 

She joined Strathclyde Police in 1999 and was posted to Helensburgh, L Division and has served in various operational roles in both L and G Division. 

She also has experience in Criminal Justice, Operational Planning, and Negotiation. 

She was elected as Sergeant’s representative in 2010 for G Division and again as Inspector’s representative in February 2023. 

She has a longstanding interest in all welfare matters and is trained in both Conduct and Equality and currently holds the portfolio for Conduct in the West area. 

GAVIN TUOHY

Vice Chair, West Area Committee

Gavin was elected the Vice Chair of the West Area Committee of the Scottish Police Federation in June 2025.

He joined Strathclyde Police in 2000 and was posted on appointment to Motherwell, Lanarkshire Division. He has worked in a number of operational roles in Response policing, Community, CID, Corporate and Professional Standards. Gavin has extensive operational experience, and the majority of his service was completed in Lanarkshire and Glasgow Divisions.

Gavin is committed to strengthening officer welfare, improving workplace safety standards, and ensuring transparent and fair representation for all members. He has been actively involved in Federation work for several years, contributing to policy discussions and supporting members through complex issues. He places a strong emphasis on teamwork, transparency, and mutual respect, ensuring that officers’ voices are central to the Federation’s work.

Gavin is trained in Equality, Conduct and Health and Safety and currently holds the portfolio for Health & Safety for the West area.
